Meeting Minutes for Transylvania County Natural Resource Council
Regular Meeting
December 10, 2021
Welcome
The meeting was called to order at 9:00 A.M., business meeting called to order at approximately
10:04 A.M.

In addition, approximately 4 members of the public were present, as well as Commissioner Larry Chapman.
Presentation: Designation for Wild and Scenic Rivers: Kevin Colburn, American Whitewater.
Approval of Minutes: Kent Wilcox made a motion to approve the minutes for October, Joel Malefyt seconded the motion, motion passed unanimously. Eric Caldwell made a motion to approve the minutes for November, Joel Malefyt seconded the motion, passed unanimously.
Future Programs:
January: Waterfall Keepers of N.C., Kevin Adams.
February: Upper French Broad Restoration Plan, Conserving Carolina and Transylvania Always.
March: Leave No Trace Center for Outdoor Ethics, Joe Ruppe.
April: Available
May: Field trip: David Lee, Mud Creek Restoration Project or Maria Wise, North Mills River
Restoration.
Possible Programs:
● Geology of the Appalachian Mountains, Michael Follo.
● Skunks of W.N.C., Alan Cameron.
● User fees for public lands in Transylvania County.
Business:
● Future meetings: members voted (via anonymous poll) to begin holding combination
meetings, both virtual and in person.
● By-Law changes: Kent Wilcox agreed to work with a subcommittee to review by-laws.
Subcommittee includes Kent, Kate Hayes, and Eric Caldwell.
Updates from subcommittees, public land managers, and others:
● Flood Damage Prevention Ordinance subcommittee:
○ None.
● Jason Guidry, D.S.R.F.:
○ Legislature granted $750,000 for use; $200,000 will be allocated for a Master
Recreation Plan.
○ Legislation also required the development of an M.O.U. with the Friends of Dupont
group to enhance this relationship.
